The unit has established within the department a forum called the "Project Enthusiasts" (PE). It is a forum that is open to everybody, that is, all units, sub-directorates, directorates, other government departments (nationally and provincially) etc. who are keen in project management and therefore want to join hands with the unit in realising its vision of transforming the entire department of health to manage by projects by 2005. In our first planning workshop and team-building session that we just had, the Project Enthusiasts have come up with a preference plan as well as the vision and mission statement.
The mission of the Project Enthusiasts therefore is the same as that of the
Project Management Unit, that is managing using a project management approach
by 2005, and furthermore, collaborate with other government departments (nationally
and provincially). For example, the Department of Communications as well as
the Department of Correctional Services were represented in the meeting and
they had shown a keen interest in collaborating with our department in this
transformation process. The preference plan is an operational framework that
incorporates all possible stakeholders who can contribute to this transformation
process, for example, senior managers, personnel within the department, provincial
government, and other government departments, private sector, professional bodies,
academic institutions, NGOs, communities, to mention but a few. Our actions
in this framework would be to facilitate the provision of Service Level Agreements
within the department, include personnel in delivering services, making presentations
to the senior management to facilitate the encouragement and buy-in of the whole
process, identify project enthusiasts in all the units and departments, and
in the process "lead by example" in driving the process.
