Human Resources Management

The sub-directorate: Human Resources Management is mainly responsible for Human Resources Management and support to the national department of Health.

It is our motto to ensure that service delivery in line with the Batho Pele principles are adhered to. The official attached to the Sub-directorate also support the HIV/Aids campaign and ensures that capacity building in this regard is done on a regular basis. 

It consist of three Division namely:

• Advertising Recruitment, performance evaluation and transfers;
• Human Resources planning; and
• Service benefits and management of information

Advertising Recruitment, Performance Evaluation And Transfers

This Division is mainly responsible for

Advertising and Recruitment

• The recruitment of staff through advertising all vacant posts. This entails the drafting of advertisements and communicating with the relevant Line Manager and advertising consultant for the placement of the advertisement.
• After the selection of the most suitable candidate it is the responsibility of this Division to prepare all employment documentation.
• Facilitate the appointment of the nominated candidates.

Performance Evaluation and Transfers

• Facilitate the performance evaluation process within the department as part of the decentralised process.
• Facilitate all internal promotions/monetary incentives resulting from the evaluations.
• Facilitate all applications for advertised posts from officials employed in the Department and who apply for advertised posts through the Public Service Vacancy Circular. · Handle transfers out of the department· Facilitate the payment of cash bonuses to employees who completed qualifications and who qualify for cash bonuses in recognition of the completed qualifications. 
• Facilitate secondments to the department.

Human Resources Planning

This Division is mainly responsible for

Human Resources Planning

• Obtains the quality and quantity of staff it requires.
• Ensures the optimum utilisation of its human resources.
• Is able to anticipate and manage surpluses and shortage of staff.
• Is able to adapt to a rapid changing operational environment.

Recruitment and Selection

• Participates in the recruitment process with the advertising section by ensuring that posts are advertised to duly test the labour market and that advertisements are printed in the media to reach the targeted group specifically the historically disadvantaged groups).
• Assist line managers with the selection process which entails the short-listing (based on the inherent requirements of the advertised post) as well as the interviewing process (competency based structed interviews).
• Ensures that fair labour practices are adhered to during the interviewing process.

Policy Development and Providing of Advice to Department Employees

• Conducting research and develop workplace Human Resource policies.
• Negotiate and distribute draft policies to all relevant stakeholders before implementation.
• Provide policy advice to management, as well as guidance on such matters with regard to Human Resources legislation, and Public Service norms as well as labour market trends.
• Ensuring that human resource systems and procedures are focused on the department's strategic objectives.

Service Benefits and Management of Information

This Division is mainly responsible for-Administer and monitor the processes regarding service benefits:

• Service terminations
• Pensions administration
• State guarantees for the purchasing of a dwelling.
• Payment of home owner allowance.
• Injury of duty.
• Probationary periods
• Resettlement expenditure
• Motor finances for Senior Managers
• Remunerative overtime
• Medical Aid scheme 
• Long Service awards
• Personel administration.
• Control of management information reports.

Subdirectorate: Secretariat Services

1. The Vision, Mission, Aim and Task of Secretariat Services

Vision
To provide an effective and efficient secretariat service to our clients.

Mission
To provide our clients with a record of resolutions with regard to Health in support of the formulation, co-ordination and execution of health policy.

Aim
The aim of the Subdirectorate: Secretariat Services is to render an effective and efficient secretariat service to the national Department of Health in regard to meetings of a transverse nature as far as capacity allows.

Task
Rendering an effective and professional secetariat service to national health policy committees by:

• drafting agendas in consultation with the Chairpersons; 
• writing of minutes;
• distributing all relevant documentation (agendas and discussion documents) pertaining to a meeting (excluding documents received after the due date); and
• maintaining close liaison with the chairpersons and members.
