Directorate: Gender Focal Point
To mainstream gender in all Directorates and Clusters of the Department of Health and to encourage all the Directorates and Clusters to integrate gender perspectives in their policies, programmes and planning.
Functions:
- To ensure that gender issues are routinely considered in departmental strategic planning exercises
- To ensure that each department implements the national gender policy
- To ensure that departments reflect gender considerations in their business plans and routinely report on them
- To review departmental policy and planning in line with the National Gender Policy Framework as outlined in the Gender Policy Framework
- To review all policies, projects and programmes for their gender implications
- To ensure that departments provide and use gender disaggregated data in their work
- To establish mechanisms to link and liase with civil society
- To co-ordinate gender training and education of all staff within departments to ensure that gender is integrated into all aspects of the work; and
- To monitor and evaluate departmental projects and programmes to assess whether they are consistent with the gender policy.
Gender Policy Goals for the Public Health Sector
Gender Mainstreaming
Goal 1 :
Incorporating gender analysis and gender equity into all public health sector policies and programmes
Objectives
- To gain senior management commitment and build its confidence and capacity to promote, implement and monitor gender mainstreaming
- To facilitate senior manager’s integrating of gender analysis into the strategic planning and business planning processes of their own directorates or institutions
- To build an understanding of and commitment throughout the health system to address the impact of gender-based discrimination on gender health and health services
- To integrate gender concerns into the department’s overall plans, and to monitor them accordingly
- To assess progress in implementing these gender policy guidelines on an annual basis
- To draw input from civil society, and particularly from beneficiaries of health services
Goal 2 :
Promoting gender analysis and gender equity in organisational development
Objectives :
- To eliminate gender-based discrimination in human resource procedures such as appointments, promotions, pay, conditions of employment and disciplinary procedures
- To ensure that institutional rules and culture promote participative decision-making and an environment that is supportive of gender equity and equality
- To build understanding of the purpose of the Gender Policy Guidelines and commitment to implement them by political leadership and senior management.
- To sustain gains made in building commitment and capacity for addressing gender inequity as new people are recruited to the department
- To build the capacity of managers and other appropriate personnel to conduct a gender analysis of their policies and programmes and to use the findings to improve the quality of health policies and services
- To build the capacity of Human Resources Directorates to offer gender training at all levels so that all staff understands and are committed to addressing gender inequity in their area of work.
