Cluster Human Resources

The cluster is composed of the following directorates namely:

1. Employment Equity
2. Human Resource Development
3. Human Resource for Health Task Team, as well as
4. Human Resources Management

Among other things the office of the cluster manager is responsible for:

• Coordination of the activities of the directorates
• Supporting of capacity building at the National Department of Health and all provinces

A) DIRECTORATE: EMPLOYMENT EQUITY

The Employment Equity Directorate was established in June 2000 in terms of Employment Equity Act 55 of 1998.

RESPONSIBILITIES

The Directorate is responsible for all Employment Equity related issues, thus includes:- dissemination of information with respect to Employment Equity, establishment and maintenance of consultative forums, reviewal of existing employment policies, development of equity plan, evaluate and monitor adherence to the Employment equity Act, to mention but a few.

B) HUMAN RESOURCE DEVELOPMENT

This directorate is responsible for policy development at macro/national level with regard to Human Resource Development, staffing norms and standards, development and utilization of personnel. This includes development of the National Human resource plan. There are four sub-directorates :-

• Health Professional Liaison
  For liaison with statutory health professional councils, professional organizations, NGO's, labour unions and other stakeholders.
• Personnel Management
  National Database of health personnel, regulation of distribution of health care workers and foreign health professionals.
• Policy and Planning
  Development of norms and standards for health professional education, monitoring of curricula and donor funding co-ordination.
• Academic Health Service Complex
  Equitable allocation of interns and community service for health professionals. Monitoring of health science faculties and development of a national database on health science education.

C) HUMAN RESOURCE FOR HEALTH TASK TEAM

The vision of the Human Resources for Health Task Team (HRH TT) is to develop and implement an effective and efficient management system that will strengthen the delivery of equitable primary health care nationally.

The HRH TT was tasked to "roll – out" the first two years of the Human Resources for Health Draft National Strategy.

Our responsibilities include:

• Developing the first two years of the Human Resources for Health five – year Strategy;
• Facilitating the process of revising the scopes of practice of the five major professional groups;
• Conducting a PHC Clinic Survey across the nine Provinces;
• Updating and maintaining the Management Development database;
• Establishing Training and Education Support Committees;
• Implementing workplace support systems, and
• Competency profiling for DHS managers and the development of a HMCFM.

D) HUMAN RESOURCES MANAGEMENT

The Directorate is mainly responsible for providing a support service to internal and external clients of the department regarding the following:

• Human Resources Management and Administration including recruitment, selection and other human resources practices;
• Training and Development including financial assistance for development programmes;
• Organisation and Work Study;
• Secretariat Services to departmental and interdepartmental health policy making structures; and
• Security and related matters.
