Mission Statement
To improve health service delivery through policy development and support for the Department, the Provinces and other stakeholders in the area of facilities planning, hospital management, emergency medical services, disaster planning, medical advice, health technology and equipment.

Responsible for strengthening management systems and competencies in public hospitals. This includes the implementation of national policy on the decentralisation of hospital management, the provision of capacity building programmes and processes, and support in the development of specific management systems. These systems include cost centre management, information management, labour relations and organisational development.

  • Directorate: Health Technology

This directorate develops Health Technology Policies aimed at promoting the safety of HT, reducing the cost associated with HT as well as promoting equity in the distribution of, and access to Health Technologies. Its primary focus is the establishment of the National Health Technology System which has four sub-components, related to systematic planning, assessment, acquisition and broad management of HT. It also develops macro strategies and implements interventions and technologies that would result in the most effective and efficient use of resources available to the health sector.

This sub-directorate comprises three units. The Emergency Medical Services unit is responsible for the development of policy and guidelines for the provision of EMS both in the pre and in-hospital environment. The Disaster Management unit also develops national policy and guidelines. In addition these units closely support the provinces. The Medical Advice unit provides medical advice to government departments on sick certificates, permanent appointments etc.

This directorate is responsible for the regulatory control of

  1. ionising radiation equipment,
  2. non-ionising radiation equipment,
  3. radionuclides that are used for medical, scientific, agricultural, industrial and commercial purposes, and
  4. high and medium risk electro-medical devices.

This directorate is involved in the development of the Integrated Health Planning Framework, the development of cost and area norms and guidelines for public health facilities, the monitoring of the Hospital Reconstruction and Rehabilitation conditional grant, and assisting provinces with the development of support infrastructure (telephones, roads, water, drainage etc.) for facilities and Revitalisation of Hospitals project.
