The mission statement of the National HIV and AIDS and TB Programme

To (a) prevent the spread of HIV, STI and TB infections, and (b) to mitigate the impact of the dual HIV and AIDS and TB epidemics on society. In all of this the country, and the Department of Health, is guided by the HIV and AIDS/STI Strategic Plan for South Africa, 2000-2005, and the TB Medium Term Development Plan. These plans aims to improve multisectoral participation, and ensure that all spheres of society play an active role in the achievement of the goals of these strategic plans.

Focus Areas

The broad objectives and activities of the different sub-programmes within the broader National HIV and AIDS and TB Programme are as follows:

PREVENTION
(a) STI Management
  • Improve the quality of STI management in the public and private sector.
  • Establish Provincial STI Management Task Teams that ensure adequate training of health workers on the Syndromic Management of STIs and also ensure adequate supply of the essential drugs in appropriate health facilities.
  • Ensure that private practitioners adopt the Syndromic Management of STIs by using CME to update them.
  • Encourage the inclusion of the Syndromic Management of STIs in the curricula of all health professionals.
  • Collaborate with traditional healers to improve health seeking behaviour for HIV and AIDS/TB/STI treatment

(b) Barrier Methods
  • Ensure an interrupted supply of good quality condoms to all Provinces.
  • Expand condom supply to non-traditional outlets like hotels, clubs, spaza shops and taxi ranks.
  • Make the female condom available in areas where there is a demand and to popularise it.
  • Motivate for the provision of condoms in institutions of higher learning.
  • Ensure condom supply in high transmission areas like trucking routes and single sex hostels, and where commercial sex work is prevalent.

INTEGRATION OF HIV and AIDS/TB
  • Decrease the burden of the dual HIV/TB epidemic in South Africa.
  • Implement and evaluate a comprehensive package of HIV and AIDS /STD/TB prevention, care and support.
  • Establish effective poverty alleviation intervention strategies in collaboration with communities and other service providers.

PARTNERSHIP SUPPORT
  • Strengthen the partnerships established after the launch by the Deputy President in 1998.
  • Create more partnerships by expanding the campaign to those sectors of society not currently involved in the fight against the epidemic.
  • Expand the AIDS and Migration partnership.
  • Launch and establish partnerships with the Civil Military Alliances in all Provinces.
  • Have 80% of all Trade Unions involved in the campaign with more than 75% of them having workplace programs.

INTERDEPARTMENTAL SUPPORT
  • Further expand HIV and AIDS activities in all Government Departments with all Government Departments having medium and long term plans to mitigate the impact of the epidemic amongst their employees and the sectors in their purview.
  • Mange the secretariat of the Interdepartmental Committee on HIV and AIDS in order to coordinate and support departmental HIV and AIDS programmes

THE YOUTH PROGRAMME
  • Expand the Life-Skills Program to all Secondary Schools by the year 2001.
  • Establish the Life-Skills Program in at least 65% of Primary Schools by 2002.
  • Expand the South African Youth AIDS Program to all the Provinces by 2000.
